The Content Fund supports the production, acquisition and distribution of video, audio and TV content in the Russian language in the Eastern Partnership and beyond.
The Fund was set up in 2016 in response to the long-standing problem of disinformation and propaganda emanating from Kremlin-backed media, crowding out independent voices in the region. Audiences are deprived of access to independent content.
Sharing genuine stories is the best way to promote mutual understanding and tolerance. Repressive control and manipulation of media content has the opposite effect, with devastating consequences for democracy, human rights and international security.
The work of the Content Fund is made possible thanks to the support of a number of key donors. The Fund is a private law foundation based in Brussels, with a presence in the region.

Values and commitments
The Content Fund works with media organisations, who are independent of outside interests and arrangements and who uphold the universal values of democracy, human rights and freedom of speech.
As part of its work to support these values, the Content Fund works on the basis of a Code of Conduct and Ethics. The Code presents the standards of conduct or behaviour and the journalistic ethics which are expected from all those working with the Fund. This includes people working for and on behalf of the Fund, including as part of the Secretariat, the Content Fund’s boards, panels and committees, any consultants and advisers, as well as people and organisations which the Fund collaborates with or funds.
The Content Fund also works on the basis of a number of policies which support the Fund’s values in relevant areas. These include anti-fraud, conflict of interest, and protection from sexual exploitation, abuse and harassment (PSEAH, also sometimes called safeguarding).
The Content Fund’s Policy for the Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) outlines the Content Fund’s approach to keeping people safe from such harm, especially children and adults who may be at risk of harm. This approach includes a commitment to work to prevent harm from occurring and to respond effectively where harm occurs or is suspected. The Policy applies to anyone working on behalf of the Content Fund, as well as people and organisations which the Fund collaborates with or funds.
